    SUMMARY:
    This position is responsible for the design, maintenance, construction, project management, and coordination of the district’s parks and park facilities to ensure quality facilities and services for the city. This position is responsible for the leadership of the managers of the Parks Department.

     

    ESSENTIAL FUNCTIONS:
    Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to:

    • Provides administrative and technical direction to the Parks Operations Division including program management and operational oversight of the City’s parks, trails, open spaces, urban forest and park facilities.
    • Develops and administers department policies and procedures
    • Oversees and monitors various administrative systems to facilitate the efficient operation of the department including work assignment, damage reporting, accident/hazard reporting, key custody, vehicle and equipment repair assignments, inventories, and maintenance management systems.
    • Oversees management of contracts and budgets in each area and proposals and selection of contractors for maintenance and improvement projects.
    • Prepares departmental budgets. Prioritizes and schedules work, manages and tracks expenditures to ensure that work is completed within funding limits. Forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments, as necessary.
    • Prepares long term capital maintenance and facility plans
    • Participates as an active member of the department planning team in the review of proposed land acquisitions and development projects to determine future maintenance needs. Prepares standards for facility maintenance work activities. Provides input on relevant issues of administrative policy and practice.
    • Coordinates department planning activities with key staff within the Park District and other City personnel. Works with managers and supervisors to prioritize and develop workload planning and work schedules.
    • Empower employees to produce results by building team consensus to achieve a shared vision of the Fargo Park District:
      • Interviews, selects, and trains department employees
      • Coaches’ employees in proper job performance techniques and procedures
      • Directs work of employee and sets/adjusts hours of work
      • Maintains records on employee productivity and appraises employees’ productivity and efficiency to recommend promotions or other change in status
      • Manages employee complaints and disciplines employees when necessary
      • Responsible for the planning, maintenance and repair of parks, facilities, buildings, grounds, urban forest, and trails.
      • Establishes materials, equipment, and supplies standards.
      • Monitors and implements legal compliance measures. Prepares technical specifications for bid documents and administers construction contracts for quality control, proper payment, and other parameters required by State and Local statues

    OTHER FUNCTIONS:
    Evaluation of this position may also be based on performance of the following other functions, which include, but are not limited to:

    • Ability to deal effectively with the public and media. Meets with community groups, other agencies and citizen committees to report on progress and coordination of projects or maintenance programs. Provides technical expertise in the field of park maintenance to the community.
    • A solid understanding of park development and maintenance, turf maintenance, pool maintenance/standards, and urban forestry.
    • Ability to develop and maintain effective working relationships with stakeholders, including employees and the public.
    • Ability to speak and write clearly, concisely, and persuasively using correct grammar, spelling, and punctuation with ability to communicate one-on-one or in group settings.
    • Ability to perform work with a high degree of accuracy and organization.
    • Management skills and strong business acumen, including problem solving, vision, ability to manage multiple programs and meet deadlines, collaboration, leadership, decision-making, and ability to analyze diverse facts and develop clear and concise reports and recommendations.
    • Ability to work cooperatively with others
    • Maintain a positive and professional working relationship with peers, management, and support resources, with a constant commitment to teamwork and customer service.
    • Mature professional attitude and considerable discretion, including ability to manage confidential information.
    • Ability to perform with considerable independence and initiative.



    Experience and Skills

     

    EDUCATION/EXPERIENCE:

    Accepted education and experience are as follows:

    • Bachelor’s degree from an accredited institution in Business Management, Public or Business Administration, Parks and Recreation Administration or related field, with five or more years of experience in the park service setting or related field, three years of experience in the preparation of budget estimates or forecasts, and five years of supervisory experience.

    • Or an Associate’s degree from an accredited institution in Business Management, Public or Business Administration, Parks and Recreation Administration or related field, with seven or more years of experience in the park service setting or related field, three years of experience in the preparation of budget estimates or forecasts, and five years of supervisory experience.

    • Or ten or more years of experience in the park service setting or related field, three years of experience in the preparation of budget estimates or forecasts, and five years of supervisory experience.

     

     

    CREDENTIALS/LICENSES/CERTIFICATIONS:

    • Must possess a valid driver’s license.

    • Must have or the ability to obtain a Certified Park and Recreation Professional, CPRP certificate within one year of meeting the requirements to apply for certification and stay current while in the position.
